“Fair Legislation: The Byron Rumford Story” is about an integrationist Berkeley pharmacist who became the first black assemblyman from Northern California.

Director and Producer Doug Harris joins Insight to discuss his new documentary "Fair Legislation: The Byron Rumford Story." 

Byron Rumford's landmark legislation during his long tenure in the assembly was the Rumford Fair Housing Act of 1963, which ended housing discrimination in California.  The bill would immediately be overturned in 1964 by the voters of California through the passing of Proposition 14. The Rumford Fair Housing Act would finally be reinstated in 1967 by a 5-4 U.S. Supreme Court decision, paving the way for the passage of Title VIII of the 1968 Civil Rights Act, signed by President Lyndon B. Johnson.
