The Sacramento City Council approved a proposal on Tuesday night to sell four parcels of city-owned property on Del Paso Boulevard to Volunteers of America.
The nonprofit plans to build 77 affordable housing units.
Tommy Young is a businessman in the area and supports the project.
"Everyone's saying that government moves so slow. It's been 14 and a half months and we're here tonight talking about the possibility of a $23 million project on Del Paso Boulevard, which as far as I'm concerned is probably the biggest project in the history of the boulevard," Young says.
Heidi Halderman lives near the corner of Del Paso and Southgate Boulevard. She and some of her neighbors say they have concerns about traffic and parking.
"We as homeowners were not included," Halderman says. "It was the Woodlake Neighborhood Association and the planning development on the city, but, not us."
The Volunteers of America bid of $500,000 was the highest offer the city received.
