A Sacramento man who was beaten by a Sacramento Police Department officer two weeks ago has filed a federal lawsuit against the officer, the City of Sacramento and the County of Sacramento.
Nandi Cain alleges Officer Anthony Figueroa and other officers violated his Fourth Amendment rights by using excessive, arbitrary and/or unreasonable force.
The suit also alleges the systemic approval of unconstitutional and excessive force within the Sacramento Police and Sheriff's Departments.
Cain wants a jury trial and is seeking an unspecified amount of damages.
Officer Figueroa was in his patrol car when he tried to pull Cain over for jaywalking April 10.
Cain refused to follow the officer's directions for about a minute until he verbally challenged Figueroa's ability to fight without a gun, which is when the officer tackled him.
Figueroa can be seen on his patrol car camera and a witness' camera punching Cain about 18 times.
Cain claims he suffered a concussion and a broken nose.
He claims he was then physically and mentally harassed by police officers and sheriff's deputies at the Sacramento County Jail.
