The Sacramento District Attorney's Office has cleared three Sacramento Police Officers in an officer-involved shooting death that gave rise to Sacramento's Black Lives Matter movement.
Audio and video of the incident have been released.
The shooting death of Dazion Flenaugh was ruled self-defense by District Attorney Anne Marie Schubert.
Police car camera footage shows Flenaugh behaving erratically the morning of April 8 of 2016.
Officers had responded to a report of a man peering over fences near Center Parkway. They decided he posed no threat and offered him a ride home.
"The truck's right around the corner," says Flenaugh.
"I know, I'm just gonna take you home bud," says an officer.
"That's it. You're going home and we're leaving," says another officer.
As Flenaugh sat in the police car, he became increasingly agitated. An officer opened the door.
"What are you doing, you freak? What are you doing?" says the officer.
"Uh. I'm looking for uh..." says Felnaugh.
Flenaugh pushes his way out of the car and runs. Officers can be heard laughing and did not attempt to detain him.
About 15 minutes later neighbors began calling 911. A surveillance video shows him attacking someone's front door with a pickaxe.
"He had a pick. He was at the back sliding glass door like he was going to break the damn thing," says a 911 caller.
At least five officers respond to those calls. By the time they find Flenaugh, they are far away from their cars and dash cams.
The only video of the scene is from a K-9 unit who turned the corner as an officer radioed in.
"5-8 Shots Fired. Code 3 Fire. Suspect is down," says the officer.
Officers say Flenaugh broke into at least one home and charged at them with two kitchen knives he had stolen.
The D.A.'s office says a toxicology report showed he had amphetamine and methamphetamine in his system.
The Flenaugh family's efforts are in large part responsible for the department now releasing video of officer-involved shootings.
Daman Flenaugh is Dazion Flenaugh's brother.
"It's good going forward, but, man, we're still down a brother. He's still down a son," says Felnaugh.
The family is giving a report on the incident to Mayor Darrell Steinberg today.
Black Lives Matter is planning a rally tonight at 5:30 p.m.
