The Sacramento City Council will consider establishing a dozen rules for the police department to follow.
They include a requirement for the department to release video of police shootings to the public and to notify families of the people who are shot.
Councilman Larry Carr chairs the committee that made the recommendations. They also include rules for the appropriate use of force by police.
"Develop and issue specific guidelines for the types of force and tools authorized for the given level of resistance," says Carr.
Carr says the city of Philadelphia has a model for the Sacramento Police Department to follow.
If the proposal is enacted, less-lethal tools like beanbag shotguns would also be available to every officer.
The council will discuss the proposal at its Oct. 13 meeting.
