Susan Peters is the incumbent. She says she hopes a better economy, and more effective government, will lead to improvements to the items that top her list of priorities.
"Given that 95 percent of my district is unincorporated," says Peters. "It's public safety and bringing back the commercial corridors in Carmichael, and Arden Arcade, Fair Oaks that have been really suffering through this recession."
Shaun Dillon is the challenger and is on the board of directors for the Carmichael Chamber of Commerce. If elected, he says he would push for navigators to help small business owners.
"...confidential, non-regulatory free people that they can contact that will help them navigate through the county's complex process, will help them understand the current market, the current communities in Sacramento and really be a partner to help them succeed."
He would also like to see more supervisor districts and an ethics commission with the power to thoroughly investigate complaints.
Both list the homeless as a top priority.
Dillon claims the county spends too much on law enforcement.
"I think what we need to do is have a actual cohesive approach with the cities and municipalities, come together in a regional task force to address mental health concerns," says Dillon.
Peters says only 5 percent of the budget to reduce homelessness goes to the sheriff's department and a plan by Sacramento Steps Forward already exists.
"We're working through the plan. We're trying to get people in two different kinds of housing," she says. "One we call rapid re-housing which is somebody just needs a break for a couple of days until they get their act together. And one is a more long-term housing program which is harder because we have to site them in locations that neighbors may or may not appreciate."
District 3 includes about half of the county's portion of the American River Parkway and extends north to Madison Avenue and Antelope.
