The City of Sacramento has completed a 50-page report on homelessness and the options available to solve the problem.
The report identifies 21 short, medium and long-term solutions.
They include the creation of more housing, improvements to the city's housing voucher program and alternatives to the criminal justice system for people who are homeless.
The report was presented to the city council Tuesday.
Councilman Jay Schenirer says he is especially fond of turning a private donation -like $5 million from Sutter Health- into a continuing source of funding.
"Rather than invest that $5 million in -whether it's programs or capital costs and have it gone- using a pay-for-success model which would allow them to be paid back either by the county or the county and the city based on metrics for success which would create a revolving fund."
Schenirer and other council members also supported the idea of creating a crisis triage center to get homeless people help.
The Sacramento Police Department says officers responded to 36,000 homeless-related calls for service last year. Between 70-percent and 80-percent of people refused offers of assistance.
