The Sacramento City Council Law and Legislation Committee has approved changes to the city's medical marijuana ordinance. The changes will next go before the full council.
The new law would regulate cultivation and transportation of the drug.
Kim Cargile owns a dispensary and says she can not legally deliver marijuana to patients.
"Home delivery is an important and necessary service for true medical patients since many find it difficult to access a dispensary."
About a dozen people asked the committee to support the changes. Dave Jenest says it's important to prevent people from taking advantage of the system.
"We need to address the abuses. We need to address the criminality that has been associated with some of these cultivators and growers. But, we can't turn our back on the compassionate needs of those who require it."
The new law would allow dispensaries to relocate and to change management.
The full council will likely vote on the ordinance December 10th.
If the council does not act by March 1st of next year, the California Department of Food and Agriculture would become the city's licensing authority.
