The Sacramento City Council voted Tuesday to support a plan designed to improve the health and safety of black children.
People packed the council chambers and voiced their support for the plan.

A 2011 report showed black children die in Sacramento County at twice the rate of other races.
The plan focuses attention on six areas of the city where mortality rates are high.
It calls for creation of programs to prevent sleep-related deaths, homicides, child abuse, and improve the health of mother and child during pregnancy.
Sacramento County and Sacramento First Five are funding part of the effort.
The city is not, but council members asked the city manager to return at a future meeting with a funding recommendation for the program.
