The City of Sacramento says streets should be safer for people riding bicycles. The city's Department of Public Works says about 200 bicyclists are involved in accidents with cars every year.
The department is asking a city council committee to set a goal of making all streets "complete streets" with bicycle lanes within the next 20 years.
The department is also recommending larger fines for people riding bicycles on sidewalks where cyclists are not allowed.
Councilwoman Angelique Ashby says the city should re-think the fines.
"I think the fines are both too high and too low. I think there first should be a warning because a lot of people are going to have a hard time with education. I think the second fine is way too high. I don't think you jump from a warning to $50. But, I also don't think you end this at $100."
The Department of Public Works will bring council members more fee options later this summer.
