The Sacramento City Council's law and legislation committee is considering a change to the laws for bicyclists in the city.
At Thursday's hearing, Cynthia Perkut Kelly described the injuries she suffered when she was hit by a cyclist.
"While crossing the sidewalk in front of the State Capitol, where I worked for 30 years, I was hit, flew in the air, right out of one shoe and the whole weight of my very thin body on my elbow."
Sacramento has some laws in place regarding which city sidewalks may be used by cyclists, but there are no signs posted with those restrictions.
The Departments of Government Affairs and Public Works are working to update city code to include signage, education, and fines for riding on the sidewalk in some parts of the city.
The City Council has asked that this be part of a bigger plan to provide for the safety of pedestrians and bicyclists.
The Law and Legislation Committee will likely hold another hearing on the subject in January.
