The Cities of Sacramento and West Sacramento are considering the possibility of becoming the co-owners of the Tower Bridge.
The State of California has offered to transfer control of the bridge to the two cities the bridge connects.
Jerry Way is the City of Sacramento Director of Public Works. He says the bridge could be used to generate revenue.
"In the last six years, Caltrans has shown us that over 46 different encroachment permits have been requested and approved. There's a lot of things the bridge is currently being used for that's not state-related."
The Amgen Bicycle Tour, California International Marathon and Farm To Fork events have used the bridge in recent years.
But, both cities are worried about possible erosion. The bridge is 80-years-old.
The City of Sacramento plans to ask for an independent examination of the bridge above and below water before it makes any decision.
"The City of Sacramento and West Sacramento are working with Caltrans to explore to make sure we're not going to take on some very extraordinary burden for the long term."
Caltrans spends $400,000 annually on maintenance.
