California's last primary in 2012 included a presidential primary but voter turnout was a record low at 31 percent.
That's 10 points below the previous low. This year the governor's race, congressional districts, secretary of state's office are on the ballot.
San Joaquin County Elections Director Austin Erdman says he's not expecting many voters.
"I think the turnout is going to be closer to 30-31 percent," says Erdman.
In this election voters pick one candidate in each race...and regardless of party thetop two will face off in November.
Erdman says many voters may feel their vote doesn't matter as much in this primary.
"A lot of people feel that the June primary is leading up to the general in November and because of the top two primary there is not really a necessity to actually go out and vote."
But Erdman says in November, he expects voter turnout to jump past 70 percent in the general election.
